党的十四届五中全会讨论通过的《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》,是一个纲领性、历史性文件。从现在起至2010年,是承前启后、继往开来的重要时期。从时间上说,这15年跨了两个世纪;从发展阶段上说,是跨了第二步和第三步战略部署。这个时期工作的好坏,将关系到我们国家以什么样的姿态跨入21世纪,决定着我们国家在新世纪的世界格局中所处的地位,关系到我们党、国家、民族的前途和命运。纵观世纪之交的国际国内形势,我们有不可多得的历史机遇,也面临着严峻的挑战。从国内形势看,经过17年的积极探索和艰苦努力,我国改革开放和现代化建设取得伟大的历史性成就,这是今后15年经济和社会发展的基础和出发点。
The “Proposal of the Central Committee of the Communist Party of China on Formulation of the Ninth Five-Year Plan for National Economic and Social Development and the Vision for 2010”, which was discussed and approved at the Fifth Plenary Session of the 14th Central Committee of the Party, is a programmatic and historic document. From now until 2010, it is an important period that will inherit the past and be open to the future. In terms of time, these 15 years spanned two centuries; from the development stage, they are the second and third steps of the strategic plan. The quality of work during this period will affect the attitude of our country in the 21st century and will determine the place our country occupies in the world structure of the new century and the future and destiny of our party, our country and our nation . Looking at the international and domestic situations at the turn of the century, we have rare historic opportunities as well as severe challenges. Judging from the domestic situation, after 17 years of active exploration and hard work, China has made great historic achievements in its reform and opening up as well as its modernization drive. This is the basis and starting point for economic and social development in the coming 15 years.
