企业劳保医疗制度改革是当前企业三项制度改革重要内容之一。逐年上涨的企业医疗费用,已成为企业的沉重负担。我省某国有大型纺织企业93年医疗费高达四百万元,人均每年400元之多。据调查全省纺织系统,直属企业93年医疗费达3310万元,人均每年250元,其中最高者达到人均463元。尽管近年来不少企业进行了劳保医疗制度改革,职工个人已经承担了一定比例的医疗费,但医疗费用仍在继续上升,使医疗费超支的矛盾日益突出。 为此,有必要认真分析劳保医疗现状,寻找主要矛盾,采取相应对策,既能保障职工健康,又能克服浪费,解决医疗费用不足的矛盾。
The reform of the enterprise labor insurance medical system is one of the important contents of the current three enterprise system reforms. The year-on-year rise in corporate medical expenses has become a heavy burden on companies. The 93-year medical cost of a large state-owned textile company in the province is as high as 4 million yuan, and the average annual per capita is 400 yuan. According to the investigation of the province’s textile system, the 93-year medical expenses of the directly-affiliated enterprises amounted to 33.1 million yuan, and the average per capita is 250 yuan, of which the highest is 463 yuan per capita. Although in recent years many companies have reformed the labor insurance medical system, and employees have already assumed a certain percentage of medical expenses, medical expenses are still rising, making the contradiction of overspending of medical expenses increasingly prominent. To this end, it is necessary to carefully analyze the status quo of labor insurance medical care, find the main contradiction, and take corresponding countermeasures, which can protect the health of employees, overcome waste, and solve the contradiction of insufficient medical expenses.
