During the period of the War of Resistance Against Japan, the government of the Shanxi-Chahar-Hebei border region adopted a proactive fiscal strategy to safeguard the most basic military needs and livelihood during the war and played an extremely important role in consolidating and developing the base areas and in persisting in a lasting war of resistance.
