据联合国毒品和犯罪问题办公室发表报告称,去年,全球罂粟的种植总面积较2006年上升了17%,增至23.57万公顷。其中,阿富汗的罂粟非法种植最为严重,鸦片产量较2005年几乎翻了一番。另外,缅甸的罂粟非法种植形势也在迅速恶化。而我国毒品主要来源于境外,这就决定了必须把堵源截流摆在首要位置,坚决切断毒品入境和内流通道。必须坚持严打方针,扎扎实实做好堵源截流和缉毒执法工作,最大限度减少毒品来源。
