人类社会由低级向高级发展,一个国家的经济贸易活动由内向外发展。这是客观必然的发展趋势。自从实行对外开放以来,我国公司已注意到跨国化经营对现代化经济建设的重要性。作为外国直接投资的东道国,我们应创造有利于投资的环境,以促进吸收外资工作,这就是所谓“引进来”;与此同时,我们的公司和企业也要“走出去”,走出国门,向综合性、多功能、国际化、跨国化方向发展,用国际企业经营的方式开辟世界市场。现代国际竞争要求国外直接投资与对外贸易结合起来,以维护和拓展出口市场。当正常的贸易手段无法绕过高额关税或进口配额限制时,国外直接投资便成为“撬开”国外市场大门的撬门杠。目前,象中国化工进出口公司、五金矿产进出口公司、中信公司和首都钢铁公司等大型公司企业已走出国门在国外直接投资,从事生产经营和销售活动。各国的企业家,在当代以竞争求生存的世界市场上,已将跨国化经营作为企业的经营哲学,否则,一个一体化程度不高的企业难以迎接对手的强大挑战。

Since opening to the outside world, Chinese companies have taken note of the importance of transnational operations for modern economic construction. As the host country of foreign direct investment, we should create an environment conducive to investment so as to promote the absorption of foreign investment. This is the so-called “introduction”; at the same time, our companies and companies must also “go out” and go abroad to Comprehensive, multi-functional, international, and transnational development, and open up the world market by means of international business operations. Modern international competition requires foreign direct investment to be combined with foreign trade to maintain and expand the export market. When the normal means of trade cannot bypass the excessive tariffs or import quotas, foreign direct investment has become a bar to “open up” foreign markets. At present, large companies such as China National Chemicals Import and Export Corporation, Metals & Minerals Import & Export Corporation, China CITIC Corporation and Capital Iron & Steel Corporation have gone abroad to invest directly in foreign countries and engage in production, operation and sales activities. Entrepreneurs from various countries have adopted transnational operations as their business philosophy in the contemporary world market where competition is needed to survive. Otherwise, an enterprise with a low degree of integration will be unable to meet the challenges of its competitors.
