党中央、国务院决定从1994年到2000年,集中人力、财力,动员社会各界力量,力争用7年左右的时间,基本解决全国农村8000万贫困人口的温饱问题。这是中国共产党和政府向全国人民和全世界作出的庄重承诺。
The Central Party Committee and the State Council decided to concentrate human and financial resources from 1994 to 2000 and mobilize the efforts of all sectors of society so as to basically solve the problem of food and clothing for the 80 million needy people in rural areas throughout the country in about seven years. This is a solemn promise made by the CPC and the government to the entire nation and the entire world.
