马才镇,男,59岁,毕业于第四军医大学,现任湖南省军区门诊部主任、主任医师。发表论文10余篇,获军队科技进步三等奖3项。负责门诊部全面工作23年来,带领大家积极谋求快速发展,使单位建设每年上一个新台阶。主持开展了40多项新技术新业务,大大提升了门诊部医疗技术水平;组织研发的门诊部持卡医疗、无纸化诊疗和药品零库存计算机管理系统,已在全军部分机关院校门诊部推广。门诊部先后被军区评为为兵服务、医疗保健、全面建设等先进单位,被总后卫生部评为全军机关院校先进门诊部,两次荣立集体三等功。他本人也受到老首长和部队官兵的一致好评。胡南省军区门诊部诞生于战争年代,其前身是中国人民解放军第四野战军第12兵团门诊部。50多年来,特别是改革开放以来,该门诊部坚持以邓小平理论和“三个代表”重要思想为指导,认真贯彻上级党委的指示精神,牢牢把握为兵服务方向,把部队官兵和老干部常见病多发病诊治作为工作重点,努力提高医护人员能力素质,加强设施设备和医疗技术建设,靠改革创特色,以特色促发展,各项工作得到长足进步。目前,该门诊部建起了16000平方米的医疗大楼,拥有4800万元固定资产,展开有18个科室,汇集了200多名经验丰富的医护人员。获全军科技进步三等奖4项,四等奖3项,发表学术论文96篇。两次荣立集体三等功,被总后卫生部评为全军机关院校先进门诊部,受到国家计生委和民政部的表彰,得到总后首长、总后卫生部和广州军区卫生部领导的充分肯定和表扬。 Ma Cai town, male, 59 years old, graduated from the Fourth Military Medical University, the incumbent Hunan military outpatient department director, chief physician. Hu Nan Military District clinics were born in the war era, its predecessor is the Fourth Field Army of the Chinese People’s Liberation Army 12th Corps clinic. Over the past 50 years, especially since the reform and opening up, the outpatient department has consistently adhered to Deng Xiaoping Theory and the important thought of Three Represents, conscientiously implemented the directives of the party committees at higher levels, firmly grasped the orientation of serving the military and made it common for officers and soldiers of the armed forces and veteran cadres As the focus of disease diagnosis and treatment, efforts to improve the quality of health care workers ability to strengthen the construction of facilities and medical technology, relying on reform and innovation characteristics, and promote development, all work has made considerable progress. Currently, the outpatient department has set up a 16,000-square-meter medical building with 48 million yuan of fixed assets, 18 departments and over 200 experienced medical staff. He was awarded 4 third prizes in science and technology progress and 3 third prizes in science and technology and 96 academic papers. The third class was awarded twice by the General Post-Ministry of Health and was recognized as an advanced clinic of the PLA’s military academies and schools. It was commended by the State Family Planning Commission and the Ministry of Civil Affairs and received the leadership of the General Rear Office, the General Post-Ministry of Health and the Guangzhou Military Region Health Department Fully affirmed and praised.
