企业转换经营机制是当前企业改革的中心环节,也是整个经营体制改革的重点工作。党的十四大确立的社会主义市场经济理论以及国务院下发的《国营大中型企业转换经营机制条例》的颁布和实施,无疑地将把企业推向市场。这是一场史无前例的深刻的改革,对企业来说,无疑是最严峻的考验和挑战,形势确实逼人。企业转换经营机制,进入市场、参与竞争,从外延上看是产品、价格、质量、设备、效率、效益等之争。而从内涵上看,则是企业内各类人才实施经营管理本领之争。所以,市场运行机制,从根本上说就是人才竞争的运行机制。哪个企业拥有出类拔翠的各类人才,哪个企业就会在市场竞争中获胜。
