With the strong support of the State Development Planning Commission and the Ministry of Finance, Henan Province introduced 62.4 million U.S. dollars of loans from the World Bank to implement the second phase of the project to strengthen irrigation agriculture. The planned total investment is 1.5 billion yuan and 333,300 hm ~ 2 of medium- and low-yielding fields will be rebuilt. The project started in 1998 and ends in 2002. It involves 9 cities and 27 counties (cities and districts) within 7 large-scale irrigation districts (Duhekou, Luhun, Banqiao, Sanyi Village, Daigong, No. 3 Puqing South and Guangli).
