“旧体制不起作用,新体制没有建立”这句话是对社会主义经济改革经验恰如其分的总结。社会主义经济改革史似乎象钟摆一样左右摇摆不定。传统旧体制形成于苏联斯大林时期,以后扩展到东欧。它已成为传统的中央集中计划管理模式的特征。各社会主义国家不是偏向这个模式的左边,就是偏向右边,并已成为一种不容忽视的规律,因此根本无法形成一种高效益的可行模式。钟表迟早又要还原,当然不一定会还原到指针的最初起点。
“The old system does not work and the new system is not established” is just a summary of the experience of socialist economic reform. The history of socialist economic reform seems to swing like a pendulum. The traditional old system was formed in the Soviet Stalin period and later extended to Eastern Europe. It has become a feature of the traditional centralized planning management model. The socialist countries, instead of favoring the left side of this model, preferring to the right, have become a law that can not be ignored and therefore can not form an effective and viable model at all. The clock will have to be restored sooner or later, of course, will not necessarily restore the initial starting point of the pointer.
