城市房屋拆迁是城市建设的重要组成部分,不仅要符合城市规划和旧区改造的原则,更要保障和维护被拆迁人的合法权益,这不仅是城市建设的基本要求,也关系到改革发展稳定的大局。对此,依据国务院《城市房屋拆迁管理条例》,上海市政府于今年10月29日以上海市人民政府令第111号发布经修改的《上海市城市房屋拆迁管理实施细则》,自今年11月1日起施行。同时废止上海市政府于1997年4月22日、12月8日分别发布的《上海市个体工商户营业用房拆迁安置补偿办法》、《上海市危棚简屋改造地块居住房屋拆迁补偿安置试行办法》。该《实施细则》的颁布施行,将对支持上海市新世纪的城市建设,特别是促进新一轮的旧区改造发挥重要的作用。
