教育政策是基于一定意识形态的教育资源分配。教育政策制定和实施过程是传递某种观念和取向的最有效途径,也是构建文化的重要机制。教育政策制定和实施过程可以看做是观念流转过程、生产主导性政策文化的过程。以民族预科教育政策这一典型案例分析,可以深刻理解教育政策文化的构建过程及其带来的影响。在和谐社会建设中,对于如何更好地实施扶持弱势群体和发展不利地区的政策,教育政策文化分析能够提供一个有效的途径和新的视野。
Education policy is based on a certain ideological allocation of educational resources. The process of formulating and implementing educational policies is the most effective way to transmit some ideas and orientations and is also an important mechanism for building a culture. Education policy formulation and implementation process can be seen as the process of concept transfer, the process of producing the dominant policy culture. Based on the typical case study of National Preparatory Education Policy, we can deeply understand the process of constructing educational policy culture and its impact. In the construction of a harmonious society, cultural analysis of education policy can provide an effective way and a new perspective on how to better implement policies that support vulnerable groups and develop disadvantaged areas.
