1993年12月7日,哈尔滨市申办代表团在北京举行新闻发布会。宣布获得1996年第三届冬亚会举办权。第三届冬亚会原定于1995年在朝鲜举行,1992年8月朝鲜以环境保护为由放弃承办权后,我国哈尔滨市于9月即提出了申办要求。经过一年多的努力,在1993年12月1日至2日于科威特举行的亚奥理事会第12次大会上,哈尔滨市得到亚洲各国、地区代表的支持,获得第3届冬亚会的举办权。本次哈尔滨市申办团团长、哈尔滨市市长索长友,在新闻发布会上就比赛场地、市政建设、通讯设施、交通及饭店接待
