河北省邢台市是一个经济欠发达的城市,近几年来参统企业因经营方面的原因,拖欠养老保险费严重,到1998年底累计拖欠达1.9亿元。为了扭转这一局面,市委、市政府研究探索了十大促缴手段,以市政府文件形式下发了《邢台市社会保险费征缴办法》,有力地促进了基金征缴。1999年度养老保险费收缴率达到88%,超额完成了河北省下达的征缴率85%目标;清理回收历年欠费4107.8万元,比上年(747.5万元)多完成3360.3万元。
Xingtai City, Hebei Province, is an economically underdeveloped city. In recent years, due to business reasons, the participating enterprises have suffered serious arrears of old-age insurance premiums and accumulated a total of 190 million yuan in arrears by the end of 1998. In order to reverse this situation, the municipal party committee and municipal government studied and explored ten ways to promote payment and issued the “Measures for the Collection of Social Insurance Fees in Xingtai City” in the form of municipal government documents, effectively boosting the fund collection. In 1999, the collection rate of old-age insurance premiums reached 88%, exceeding the target of 85% of the collection rate set by Hebei Province. The debts of past years were RMB41,078,000, more than RMB33,603,000 more than the previous year (7.475 million yuan).
