目前,我国的环保法体系已经逐渐完善,在新世纪的发展上起着重要作用。但是,由于多年来环保立法与执行工作的不平衡,导致环保执法能力相对减弱思想停滞不前,进而导致了环保执法权限的不足,使环保执法透明度不够。这些问题虽然不足以撼动环保法制的地位,但是在一定程度上影响了环保法制建设的进程,降低了环保执行部门的能力。因此,我们仍然需要不断加强环保执行能力的建设,深刻贯彻环保执法力度,这样才能从根本上落实环保工作。
At present, China’s environmental protection law system has been gradually improved and plays an important role in the development of the new century. However, due to the imbalance of environmental legislation and enforcement over the years, the thought of relative weakening of environmental protection law enforcement capacity has been stagnant, which has led to the lack of environmental protection law enforcement authority and made the environmental protection law enforcement less transparent. Although these problems are not enough to shake up the status of the environmental protection legal system, they have, to a certain extent, affected the progress of environmental protection and legal system construction and reduced the capacity of environmental protection enforcement departments. Therefore, we still need to constantly strengthen the implementation of environmental protection and thoroughly implement the environmental protection and law enforcement so as to fundamentally implement the environmental protection work.
