7月4日至6日,国务院副总理、国家防汛总指挥部总指挥田纪云在水利部部长、国家防汛总指挥部副总指挥杨振怀,国务院副秘书长、国家防汛总指挥部副总指挥李昌安等陪同下,对京、津、冀的防汛工作实地进行了检查。途中,分别听取了北京陈希同市长、河北岳岐峰省长、天津聂壁初副市长等的简要汇报,并做了重要讲话,要求各地再接再厉,切实做好防汛和抗旱救灾工作,其要点如下:
