目前,国有经济布局分散,涉足的行业过多、领域过宽,国有资本涉及的企业数量过多、产权结构单一的矛盾依然突出。10月17日,黑龙江省十届人大常委会第23次会议在审议省政府《关于我省地方国企改革工作情况的报告》时,针对目前国企改革与经济全面发展结合不够紧密的问题,建议将国企改革与全省产业结构调整和经济全面发展整体兼顾起来,在一户一户地抓好国有企业微观改革的同时,从宏观上调整国有经济布局,下决心打破条块分割,实现国有资产跨行业,跨地区,跨中央、省、市层级的战略性重组。
