贫困山区经济发展的战略途径,是实行当地资源转换和劳务输出相结合的双轨战略。实现这一战略转变的启动机制是建立市场环境。即在山区内部区位条件较好的地方,通过山区人口的集中和转移,形成一定规模的小城镇,创造出当地的有形市场。今后扶贫政策的立足点要转向重点扶植山区内部成长最快、最能形成发展机制的地点。
The strategic approach to economic development in impoverished mountainous areas is a two-track strategy of combining the conversion of local resources and the export of labor services. The starting mechanism for achieving this strategic shift is to establish a market environment. That is, in the mountainous area where the conditions are better, through the concentration and transfer of mountainous areas, a small town of a certain size is formed, creating a local tangible market. From the standpoint of poverty alleviation policy in the future, we should shift our focus to the key areas for fostering the fastest growing areas in mountainous areas and the most capable of forming a development mechanism.
