难点 一、政企分开难、产权明晰难,仍然是当前政府转变职能和企业转换机制、提高经济效益的关键性障碍。 从当前改革的现状看,政企分开难的主要原因有四个方面:一是政府职能转变与机构改革相对滞后,直接影响着国有企业改革中自主权的落实;二是政企分开与社会稳定矛盾的缘故。政府一方面意欲推进政企分开的政府机构改革,增强国有企业的整体效益,一方面又担心“企不听政”带来的社会不稳定。如在待业青年和企业破产人员的就业安置、大学生的分配、社会性的摊派等问题上怕失控;三是在宏观调控方面,怕政府行政手段对企业不起作用;
Difficulties First, the separation of government and enterprises, and the clarity of property rights are still the key obstacles for the current government to change the functions and mechanisms of enterprise conversion and improve economic efficiency. Judging from the current status quo of reform, the main reasons for the difficulty in separating the government from enterprises are fourfold: First, the shift in government functions and institutional reforms lags behind, directly affecting the implementation of autonomy in the reform of state-owned enterprises; second, separating government from enterprises and social stability. Contradictory reasons. On the one hand, the government intends to promote the reform of government agencies and government agencies, and enhance the overall efficiency of state-owned enterprises. On the other hand, it is worried about the social instability caused by “the company does not listen to the government.” For example, in the employment and resettlement of unemployed young people and enterprise bankrupts, the distribution of college students, and the apportionment of social issues, they are afraid of getting out of control. Third, in terms of macro-control, they fear that government administrative measures will not work for enterprises.
