The Chinese government attaches great importance to health investment in the health system. The problem lies in the direction of investment. For many years, the government has always emphasized prevention as the mainstay, but everywhere it is actually implemented, it is a matter of rectification. Medical institutions’ expenditures account for more than 70% of government health funds. The government has repeatedly proposed adjustments to the structure of the health service fee, but it has not been implemented. Therefore, the Central Government is determined to change the government’s health input method from the supplier.
