为推进渔业法制建没进程,全国人大农业与农村委员会组织开展的《渔业法》执法大检查于2004年9月在全国范围全面展开。此次检查的主要内容是:《渔业法》和《渔业船舶检验条例》等相关法律法规执行情况及《渔业法》配套法规、规章制定情况;渔业水域滩涂使用制度、养殖业管理和渔民权益保护情况;捕捞许可和禁渔期、禁渔区制度执行情况;渔港建设和渔船安全生产管理情况;涉外渔业管理和双边渔业协定执行情况。
In order to push forward the process of establishing a fishery legal system, the large-scale enforcement of the “Fisheries Law” organized by the Agriculture and Rural Affairs Commission of the National People’s Congress was launched nationwide in September 2004. The main contents of this inspection are: implementation of the relevant laws and regulations such as the Fisheries Law and the Regulations for the Inspection of Fishery Vessels, and the establishment of supporting laws, regulations and rules of the Fisheries Law; the utilization of tidal flats in fishery waters, the management of aquaculture and the protection of fishermen’s rights and interests Fishery construction and the safety management of fishing vessels; management of foreign fisheries and the implementation of bilateral fishery agreements.
