电动自行车关系到中下层人民群众的出行问题,政府在出台有关电动车规制政策时,应充分保护广大中下层人员的利益,综合考量不同主体的利益诉求,兼顾成本与收益。基于服务与契约的理念,政府本应提倡环保节能,在没有提供充足的公共交通资源前提下,理应放宽电动自行车的规制标准且加强执法管理力度。
Electric bicycles are related to the travel problems of the middle and lower classes of people. The government should fully protect the interests of middle and lower-level personnel when it issues the regulatory policies on electric vehicles and consider the interest demands of different subjects in consideration of costs and benefits. Based on the concept of service and contract, the government should have advocated environmental protection and energy saving. Without sufficient public transport resources, the government should relax the regulatory standards for electric bicycles and strengthen the administration of law enforcement.
