日本是世界煤炭消费的重要国家，十分重视对煤炭的稳定供给。从６０年代初至今日本政府共制订推行了九次煤炭政策，其核心是在保持煤炭稳定供给的前提下，调整国内煤炭工业的结构，压缩国内生产规模，加强海外开发，扩大进口量，为此，政府给予有力的扶持政策，取得显著效果。日本的实践对改革开放中的我国煤炭工业可资借鉴。
Japan is an important country for coal consumption in the world and attaches great importance to the stable supply of coal. From the early 1960s to the present, the Japanese government has formulated and implemented nine coal policies. The core of the policy is to adjust the structure of the domestic coal industry, reduce domestic production scale, strengthen overseas development, and increase imports, while maintaining the stable supply of coal. The government gave a strong supportive policy and achieved significant results. Japan’s practice can be used as a reference for China’s coal industry in reform and opening up.
