福泉地处黔中腹地,历史悠久,文化灿烂,区位优越。资源富集,交通便利。随着改革开放的不断深入,境内倍受青睐的磷矿资源大规模的开发利用和国家重点工业建设项目瓮福矿肥基地的开工建设,加快了福泉工业化城市化步伐。1996年12月2日,国务院批准福泉撤县设市,揭开了福泉历史崭新的一页。撤县设市后,面对城市建设欠帐过多、城建资金严重匮乏的问题,市委、市政府首先给建设福泉市的定位是:“不求大、但求美”;然后从树立城市意识、完善城市功能、增强城市实力抓起,稳步推进全市经济建设和社会发展。在建国以来,特别是改革开放以来取得辉煌成就的基础上,通过建市后三年的努力,全市三大产业快速协调
