随着国企改革不断向纵深发展,改革进程中的困难和问题也不断暴露出来。其中,有的是长期困绕国企的深层次矛盾和问题,如体制问题、结构问题、社会负担问题等;有的是新出现的困难和问题,如相当一部分企业对入世后所带来的问题认识不足,就业压力进一步加大,对妥善处理改革、发展和稳定关系提出了更高的要求等。这些都急于通过深化改革逐步解决和突破。
