随着军事变革不断深入,军事资产已成为保障军队开展各项工作、促进战斗力生成的重要物质基础,军事资产管理的好坏,直接影响部队健康、持续地发展。特别是军事资产产权变动及产权交易等经济活动日益增多,传统的资产处置方式已不适应军事资产管理的要求,也不符合客观经济规律的要求。近年来我国关于资产管理的法规相继出台,资产管理制度逐步健全,部队要提高资产管理的效益可以借鉴地方的管理模式,选取适合部队经济发展的模块加以利用和提高。
With the deepening of military reform, military assets have become an important material basis for ensuring that the armed forces carry out various tasks and promote the generation of combat effectiveness. The management of military assets has a direct impact on the health and sustainable development of the armed forces. In particular, there are increasing economic activities such as property rights changes and property rights transactions in the military assets. The traditional asset disposal methods have not met the requirements of military asset management nor the requirements of objective economic laws. In recent years, the laws and regulations on asset management in our country have been promulgated one after another, and the asset management system has been gradually improved. To improve the effectiveness of asset management, the military can learn from local management models and select and adapt modules that are suitable for the economic development of the armed forces.
