作为国家高等教育的一支新生力量,高职院校正处在快速发展的阶段。但高职院校的档案工作却与这种发展速度不相匹配。档案管理工作没有得到足够重视,档案管理与开发尚处于落后的手工操作方式,宝贵的信息资源没有得到充分开发利用。2002年11月印发的《全国档案信息化建设实施纲要》中,明确提出了全国档案信息化建设的目标和任务:加强档案信息化基础设施,加强电子文件归档和电子档案的规范化管理,建立和完善信息资源开发利用体系。从中我们可以体会到:加强高职院校档案信息化建设,加强档案资源的开发利用,是高职院校持续健康发展的一个重要保证,要尽快提上议事日程。我们应当分析原因,拿出对策,通过档案信息资源的管理与开发,促进高职院校的快速发展。
As a new force in national higher education, vocational colleges are in a rapid development stage. However, the file work of higher vocational colleges does not match the pace of development. File management has not been given enough attention, file management and development is still in backward manual mode of operation, valuable information resources have not been fully exploited. In November 2002, the “Implementation Outline of National Archives Informatization Construction” clearly set forth the goals and tasks for the construction of archives informatization in China: to strengthen the infrastructure of archives informatization, to strengthen the standardization of filing electronic archives and electronic archives, and to establish and Improve the development and utilization of information resources system. From which we can understand that strengthening the construction of archives information in higher vocational colleges and strengthening the development and utilization of archives resources is an important guarantee for the sustained and healthy development of higher vocational colleges and should be put on the agenda as soon as possible. We should analyze the reasons, come up with countermeasures and promote the rapid development of higher vocational colleges through the management and development of archives information resources.
