“十二五”以来,新区实施“1+X+1”财政扶持政策,总体对区域发展转型、浦东二次创业发挥了非常重要的作用。但伴随着内、外部形势环境的变化,新区产业扶持的方式和机制面临着新挑战、新抉择,有待进一步优化完善。主要有三方面原因:一是2014年11月国务院下发《关于清理规范税收等优惠政策的通知》(国发62号文件),全面规范清理已有的各类税收等优惠政策,虽然该政策目前暂停实施,但从长远来看,逐步把传统的无偿补贴转向股权投资模式越来越成为一种趋势。二是包括招商引资在内,新区每年投入扶持产业发展的补贴资金已超150亿,占全区
