我市市属水闸,都座落在市管主要河道的进出口处,担负着一个地域的水位控制、水质调控和水上交通运输的综合功能。工程设施有节制闸、船闸配套组成的水利枢纽工程。为管理水闸,充分发挥其工程效益,都设置公益服务型事业单位即水闸管理所(下简称闸管所)。闸管所的主要经济来源,除苏闸、龙华港所靠国家全额拨款外,其余淀东、蕴东、大治河西闸所都是靠征收船舶过闸费,自收自支来解决的。自沪水利(1997)148号,沪财农(97)49号文——上海市市属水闸《船舶过闸费》资金管理
