贯彻落实党的十六届五 中全会精神,关键是要坚持以 科学发展观统领经济社会发 展全局。坚持科学发展观,首 先是要发展。发展不够,仍然 是湖北面临的最大矛盾和实 际。我们必须始终坚持发展是 硬道理,坚持抓好发展这个党 执政兴国的第一要务,坚持以 经济建设为中心,坚持用发展 和改革的办法解决前进中的 问题,紧紧抓住中央促进中部 地区崛起的战略机遇,聚精会 神搞建设,一心一意谋发展, 努力推动全省经济社会发展 不断跨上新台阶。同时,必须 坚持科学发展、协调发展,转 变发展观念、创新发展模式、 提高发展质量,落实“五个统 筹”,把经济社会发展切实转 入以人为本、全面协调可持续 发展的轨道。
