随着林权制度改革的不断深入,山林权益与广大农民的经济关系日益紧密,广大农民对山林资源越来越重视,加之在二十世纪八十年代初“林业三定”工作的粗放和其它种种原因,导致山林权属纠纷越来越多。然而,现行法律对山林权属纠纷调处程序的设置存在着种种问题,如何快速有效地解决这些问题成为当前林权制度改革的重中之重。

The majority of peasants have paid more and more attention to the resources of the mountain forests. In addition, the extensive work of the “three levels of forestry” in the early 1980s And other reasons, leading to more and more disputes about the ownership of mountain forests. However, the current law has various problems on setting up procedures for the mediation of mountain forest ownership disputes. How to solve these problems quickly and effectively has become the most important task in the current reform of the forest tenure system.
