目前,辽宁农村低保家庭中的常年病人有11.5万人,其中精神病患者4.5万人,生活不能自理的重度残疾人7万人。这些常年病人不同程度地需要政府和社会提供基本公共服务,开展集中养护和托管。对此,辽宁省委、省政府高度重视,从切实解决困难群众最关心、最直接、最现实的民生问题入手,着力推进农村困难家庭常年病人托管工作。通过加大资金投入,构建服务平台,创新运行机制,探索出一条解决农村失能、半失能老人社会救助和托养服务的新路子。
At present, there are 115,000 perennial patients in Liaoning rural subsistence families, of whom 45,000 are mentally ill and 70,000 are severely disabled in their daily lives. To varying degrees, these perennial patients need basic public services provided by the government and society for centralized conservation and custody. In response, Liaoning provincial party committee and government attach great importance to starting from the earnestly solving the most concerned and most immediate and most realistic livelihood issues for the people in difficulty, and strive to promote the custody of perennial patients in difficult rural families. Through increasing investment in capital, building a service platform and innovating operation mechanism, we have explored a new way to solve the social disability and semi-disabled elderly social assistance and support services in rural areas.
