财政投融资是国家用于基础产业、基础设施建设等的有偿使用资金体系，是政府有偿投资、融资活动，是现代市场经济的产物。我国建立社会主义市场经济体制，为了加强政府的宏观调控力度，促进国民经济的协调、稳定发展，应建立和完善财政投融资体系。作者认为，财政投融资体系发挥职能作用的关键是建立特殊、严格的管理体制。而且，由于财政投融资体系的决策、运行机制不同于一般市场性金融体系，不宜由中央银行管理，大多数国家是由财政部门负责管理工作。
Financial investment and financing is the state’s paid-use capital system for basic industries and infrastructure construction. It is a product of the government’s paid investment and financing activities and a modern market economy. In order to strengthen the government’s macroeconomic regulation and control and promote the coordinated and steady development of the national economy, China should establish and improve a system of financial investment and financing.
