本世纪头二十年是我国建设发展的重要战略机遇期,也是首都北京在建设发展中机遇和挑战并存的重要时期。按照党的十六大提出的“要形成全民学习、终身学习的学习型社会,促进人的全面发展”的战略要求,适应知识经济的发展,把学习型社会的理念应用于首都建设的各个领域,创建学习型首都,对于加快首都经济社会的发展具有十分重要的战略意义。
