土地和住宅是农民赖以生存的基础,但农村中出现的干部拍卖耕地,农民建宅成本猛增的现象严重制约了建设和谐社会和社会主义新农村建设的进程。本文探讨了这一现象的成因,指出了农村土地产权制度的模糊和地方政府财政收入的减少是隐藏在现象背后的根源,加大对基层政府的转移支付,规范和清晰土地产权制度是走出这一困境的关键。
Land and housing are the basis on which peasants depend for their existence. However, the phenomenon that the prices of peasants’ auctioned arable land and the cost of building peasants suddenly appear in the rural areas has seriously hampered the process of building a harmonious society and building a new socialist countryside.
