解读党的十六届四中全会《决定》,有一个首要的也是最基本的问题:党的执政能力究竟是什么?说得通俗一点,党的执政能力就是为人民服务的本领。一切能力,都是为人民执政;一切能力,都要为人民执政。为人民执政的能力从何而来?它不会从天而降,更不是靠少数人发明,归根到底,它要从人民群众的历史创造中来,要在与人民群众密切联系的实践中历练,要在严酷的反腐败斗争中提升,最终还要由人民群众来断定。执政能力建设不仅意义重大、任务艰巨,而且过程艰苦。
There is an overriding and fundamental question in interpreting the “decision” of the Fourth Plenary Session of the 16th CPC Central Committee. What is the party’s ability to govern? To put it simply, the ability of the party to govern is the ability to serve the people. All abilities are for the people to govern; and for all abilities, they must all govern for the people. Where does it come from? It will not fall from the sky, not from the invention of a few people. Ultimately, it must come from the historical creation of the masses of the people, experience in the practice of being in close contact with the masses of the people, In the harsh fight against corruption, it will eventually be up to the people. The construction of governance capability is not only of great significance but also of arduous task and arduous process.
