拜泉县是黑龙江历史上有名的产粮大县,曾有“呼海巴拜,绥化在外”之誉.拜泉县,原称“巴拜”,以县城西南之“巴拜泉子”(俗称大泡子)得名.清末设置县的建制,命名拜泉县,至今已有90多年的历史.但据笔者近来查阅一些史书发现,对拜泉设治之初的建制名称及其隶属关系的记载,存在截然不同的说法.一种说法是始设县的建制,称拜泉县,隶属海伦直隶厅;另一种说法是始设拜泉设治局,光绪三十四年改称县,隶属通肯副都统管辖.尤其是新修《拜泉县志》(1988年出版),在《概述》、《大事记》、《历史沿革》篇等数处,均皆记载为:光绪三十二年(1906)成立拜泉设治局,光绪三十四年(1908)改称县,隶属通肯副都统管辖.
