城市人民公社化运动,正在迅速发展,各地都在全面组织人民经济生活,大办公共食堂、托儿所、幼儿园。所有由家机关、团体、企业、事业等单位的上项福利事业,原则上都应当由各该单位在公社的统一规划和统一领导下自行举办,以减少公社在这方面的困难。为此特作如下通知:(一)凡国家工作人员的六岁(或七岁)以下的幼儿,原则上都应当送入当地机关所举办的托儿所或幼儿园。凡参加托儿所、幼儿园的幼儿,除伙食费照交,衣服自理外,每人每
