这次会议的主要议题是,传达贯彻全国和全省科技工作会议精神、总结交流经验、部署1993年工作、表彰和奖励获得1991年度科技奖的单位和个人。下面,我讲三个问题。一、全国和全省科技会议的主要精神1992年3月,国务院在北京召开了全国科技工作会议。主要精神是,科技工作必须坚持“依靠”、“面向”的方针,深化科技体制改革,增加科技投入,充分发挥科技第一生产力的作用。李鹏同志指示:科技发展的基本方针为“经济建设必须依靠科学技术。科技工作必须面向经济建设。”要保持长期不变,还要在实践中进一步完善,丰富其内涵。深化科
The main topic of this meeting is to convey and implement the spirit of the national and provincial science and technology work conference, sum up experience exchange, deploy 1993 work, and commend and award units and individuals who won the 1991 Science and Technology Award.
