1897年前,中国没有现代性质的银行,只有旧式的钱庄和票号.1896年11月,时任清政府督办全国铁路事务大臣(相当于今铁道部长)盛宣怀向朝廷呈奏"条陈自强大计折"要求开办银行;12月7日,光绪皇帝正式批准盛宣怀招商集股、兴办中国通商银行.创立时,招商股500万两,先收半数250万两,并商借度支部(相当于今财政部)库银1 00万两.开办之初,由于当时中国没有本国的银行法规,所以一切组织管理及经营办法,都参照外商银行办理.设总董(相当于今董事)10人,其中1人为驻行办事总董.由没有董事长头
