自治区党委、政府提出今年全区经济发展实现“双过千”目标,体现了党委、政府坚持发展第一要务,带领全区各族人民加快发展步伐,向着实现富民兴桂新跨越、全面建设小康社会、构建社会主义和谐社会宏伟目标奋进的信心和决心。全区各级财政部门将按照自治区的决策和部署,积极采取有力措施,努力实现今年全区人均财政收入越过1000元人民币的奋斗目标。为此,财政部门将坚决采取以下六个方面的措施：
