本刊讯十二届全国人大常委会第二十二次会议于8月29日召开,本次常委会初次审议了环境保护税法草案、关于授权在部分地区开展刑事案件认罪认罚从宽制度试点工作的决定草案、海洋环境保护法修正案草案等,其中,环境保护税法草案备受关注。财政部部长楼继伟向全国人大常委会作草案说明时表示,对于各方面争议比较大的对二氧化碳征收环境保护税问题,暂不纳入征收范围。草案以现行排污费收费标准,作为环境保护税的税额下限,规定:大气污染物税额为每污染当量1.2元;水污染物税
