任何事物都处于不断变化的发展规律之中,运动式治理不等同于运动式治国。建国至今,从政治动员到专项行动的演进轨迹,塑造了运动式治理从扩张生成到重点集束再到弥散成熟的变迁过程。任何事物都有其两面性,运动式治理形成了一种常态的治理行动,但其方式和手段是非常规的,需要转型。“新型常态治理”而非已有的运动式非常规的常态治理行动,宜设为改革与转型目标。在“制度—机制—行动”三维框架下,新型常态治理必须坚持:制度顶层设计要具备权威性、超脱性和公民性三大根本特质;机制中观运行要遵循科学化、法治化和理性化的三大根本规则;行动微观改造要顺应治理体系从“凝闭”转向“参与”的趋势。如此方可能最终完成中国特色社会主义制度定型化任务,顺利推进国家治理现代化。
Everything is in the ever-changing law of development, exercise-style governance is not the same as the exercise of governing the country. Since the founding of the People’s Republic of China, from the political mobilization to the evolution of special operations, it has shaped the process of the transition from exercise of expansion to formation of focus and convergence of movement. Anything has its two sides, sports governance formed a normal management action, but its methods and means are unconventional, need to change. “New normal management ” rather than the existing sports unconventional normal governance actions should be set as the goal of reform and transformation. Under the three-dimensional framework of “system-mechanism-action”, the new normal governance must insist that the top-level design of the system should possess the three basic qualities of authority, detachability and citizenship. The mechanism operation should follow the principles of scientification, rule by law and Rationalization of the three basic rules; micro-transformation of operations to comply with the governance system from “condensate ” to “participation ” trend. In this way, the task of finalizing the finalization of the socialist system with Chinese characteristics may finally be completed and the state administration modernization will be smoothly promoted.
