自治区目前把自然保护区的问题将要提了出来,这是一件令人高兴的事。它将为搞好自然保护工作提供一种可能性。这说明形势在发展,也反映了我区把工作重点转移到“四化”上来的一个侧面。 下面谈点意见 (一) 什么是自然保护区呢? 自然保护区就是:用行政的手段、科学的方法划定一定的空间采取有效措施,对自然综合体和自然资源以及单种的、多种的或正体的特定对象加以保护;这个范围就叫“自然保护区”。通俗点说,就是根据具体情况,通过行政或法律程序,划出一个“地方”来,对那个地方里面的“东西”加以法律的、科学的保护;那个“地方”就是“自然保护区”。
