California passed a health care reform bill. Three measures have been taken to strengthen the competition between hospitals and doctors in the health care service system. The problem facing the State of California is that in the planned $27 billion state budget, there may be a $2 billion deficit, and California’s medical hardship subsidy system will experience periodic cost overruns. In 1981, hospital costs will still rise by 17.9%. The legislature therefore agreed to authorize the government and private insurance companies to negotiate advance payment contracts with hospitals and institutions providing medical services as a means of controlling costs.
