Comrade Li Guoyuan graduated from the Traffic Engineering Department of Nanchang Jiaotong University under the Ministry of Communications in 1966 and was assigned to the No. 1 Highway Survey and Design Institute of Xi'an Ministry of Communications. In 1973, he was transferred to Nanchang Nonferrous Metallurgical Design and Research Institute and served successively as Deputy Director of General Layout and Transportation Design Office and Shenzhen Branch Vice president, chief of production department, deputy chief engineer and president of Shenzhen Branch.
