In the history of Shandong’s economic development, the textile industry has recorded several glories. In the transition from a planned economy to a market economy, due to collisions between new and old systems and changes in internal and external conditions, the industry authorities are forced to face many contradictions and lead the entire industry in realizing the second venture. Decision makers of the Textile Industry Department have uncovered contradictions from the deeper levels of internal and external development of the industry to find out the reasons and achieve a unified understanding. It is agreed that the deep-seated contradictions that govern the development of the textile industry have not been fundamentally resolved, and the decline in benefits is inevitable.
