党的十八届四中全会提出要全面推进依法治国,高职院校必须加快推进依法治校进程,但高职院校的依法治校还存在着教育法制体系不太完善,内部规章制度不够健全,甚至部分制度与现行法律相抵触,师生员工“尚法”意识不强,依法治校还没有内化为自觉行为,制度执行不力、监督不严、权利救济不实等问题,因此,高职院校必须积极培育“尚法”精神,为依法治校奠定思想基础;必须以章程建设为契机完善规章制度,为依法治校奠定制度基础;必须建立健全监督执行制度和权利救济制度,为依法治校提供保障。
