长期以来,我国传统产业园区的发展模式在硬环境方面投入了巨额资金,使得硬环境建设取得了显著成果。然而,这种做法却忽略了法规政策、园区文化、行政管理、人力资源管理、市场条件等软环境方面的考虑。在经济日渐下行的背景下,应更加注重产业园区的软环境建设。由于现有的研究对软环境特别是产业园区软环境缺乏统一的认识,因此亟须对其构成要素进行具体研究。
For a long time, the development model of China’s traditional industrial park invested heavily in hard environment, making the hard environment has achieved remarkable results. However, this practice ignores soft environment considerations such as regulatory policies, park culture, administration, human resources management and market conditions. Under the background of economic downturn, more attention should be paid to the construction of soft environment in industrial parks. Due to the lack of a unified understanding of the soft environment in the soft environment, especially in the industrial park, the existing research urgently needs to make a concrete study of its components.
