在新形势下,加强军人保险法制建设,构建军人保险法律制度体系,是社会主义市场经济特点规律和国家社会保障制度的客观要求,也是依法治军、加快军队现代化建设的客观要求,对维护军人合法权益,调动官兵积极为国防事业作贡献,提高部队凝聚力和战斗力,促进部队全面建设具有重要意义。军人保险工作是一项全新的事业,目前正处于起步阶段。要使军人保险工作正规有序地进行,需要尽快建立一套完整科学、具有中国特色的军人保险法律制度,使军人保险工作步入规范化、制度化和法制化的轨道,推动军人保险工作跨世纪发展。
